10 CFR 50, Appendix B, Criterion V, as implemented by PSAR paragraph 1.8.5.5, requires that activities affecting quality shall be accomplished in accordance with instructions, procedures or drawings.
Carolina Power and Light Procedure TP-42, Rev. 5, paragraph 4.3.3, requires that the construction inspector shall inspect cable tray supports to verify compliance with applicable drawings.
In addition, paragraph 4.4 requires that the construction inspector shall sign and date the cable tray installation card when all work inspe;ed is acceptable.
The cable tray card that includes cable tray support EA 26148 had b zn signed and dated.

Member 92C14 of support EA 26148 was required to be inspected for conformance to drawing:requirements subsequent to installation.

Member 117C6 was required to be 8'1" long by Peden Steel Drawing C-3979N SH&3 Rev. 6C.

Member 117C6 was required to be installed 3'4" below elevation 284.

Member 92C14 of support EA 26148 had not been inspected for conformance to drawing requirements subsequent to installation other than welding/NDE associated inspections.

Member 117C6 of support EA 26148 was installed 3'3-1/4" below elevation 284.
This is a Severity Level V Violation (Supplement II).
Denial or Admission and Reason for the Violation:

The violation is correct as stated in t only.
Subsequent to the inspector's audit, the support was reinspected.
It appears a
uring the inspector's field trip, an error occurled in reading, or recording, the dimension of Member 117C6 of Support EA 26148.
A remeasurement shows the member length to meet the design dimension.
The reason for the violation is considered to have been errors in use of design documents to determine dimensional requirements, or errors in making dimensional measurements, or a combination of both.
Corrective Ste Taken and Results Achieved:
As previously planned, the inspection of cable tray supports by Construction Inspection (CI) is being removed from the raceway inspection group and placed in a separate support inspection group within CI.
A new procedure for inspection of cable tray supports is being developed, along with personnel staffing and training, to be used to reinspect (10096) of the cable tray supports previously inspected, and to be used for future initial

inspections.
The reinspection effort is planned to be implemented in accordance with Release for Test priorities. For this reason, and that the reinspection commitment is, in
- essence, a rescindment of previously completed cable tray support inspections, these corrective steps are considered complete.
Corrective Ste Taken to Avoid Further Noncom liance:
.The new procedure and separate group are a refinement of the inspection program that wiU enhance a quality inspection.
The procedure, with newly qualified. inspection personnel, willbe implemented by November 1, 1983.
