Carolina Power

& Light Company (CP&L) hereby submits Volumes 5 and 6

of the Shearon Harris Nuclear Power Plant (SHNPP)

"Safe Shutdown Analysis in Case of Fire" report.

One (1) original and forty (40) copies of this submittal letter are transmitted.

The total report consists of six volumes.

Volumes 1 through 4 were transmitted by a separate letter.

Pursuant to 10 CFR 2.790, CP&L hereby requests that Volumes 3.and 6 of CP&L's "Safe Shutdown Analysis in Case of Fire" report for the Shearon Harris Nuclear Power Plant be withheld from public disclosure on the ground that such volumes contain information described in tt2.790(d)

(1) and t't9.5(a)(4), i.e.,

commercial information which concerns the physical protection of the Shearon Harris Plant but is not designated as Safeguards Information.

Attached hereto is an affidavit executed by M. A. McDuffie which more fully sets forth the reasons why the information should be withheld from public disclosure.

CP&L requests tha~t this affidavit also be withheld from public disclosure along with Volumes 5

and'6 of the report.

Five (5) copies of Volumes 5 and 6 are attached for distribution as shown below.

This report is submitted in response to CP&L Open Item Number 312 from the SHNPP Draft Safety Evaluation Report.

The information sought to be w1thheld is contained in Volumes 5 and 6 of the "Safe Shutdown Analysis in Case of Fire" report which is being transmitted herewith.

The Safe Shutdown Analysis contains detailed descriptions of the essential equipment, supporting equipment and power supplies required to take the plant to a safe shutdown condition.

Pursuant to Sections 2.790(b)(l)(ii), (b)(4) and (d)(1), I aver that:

This information is held in confidence by CP&L.

(b)

This information consists of detailed drawings that illustrate essential cable routes and raceways and identifies the location of essenti,al equipment and power supplies.

It is CP&L's belief that the facts set forth in subparagraph (e) below provide a rational basis for holding this information 1n conf1dence.

(c)

Carolina Power

& Light Company is transmitting this information to the NRC in confidence.

(d)

This information is not available in public sources 1n the form in which it is being transmi.tted.

(e)

Withholding of this information from public disclosure is warranted due to the sensitive nature of the material.

Volumes 1 through 4

of the "Safe Shutdown Analysis in Case of Fire" report contain detailed listings and locations of essential equipment, support equipment, power supplies,

cables, cable routing, and conduit and cable trays.

The locations given for all of the items discussed above refer to the detailed plant drawings contained in Volumes 5

and 6 of the report.

Used in con)unction w1th Volumes 1 through 4, Volumes 5 and 6 of the Safe Shutdown Analys1s report clearly identify where the key areas of the plant are located.

Without Volumes 5 and 6 of this report, the essential equipment and cables cannot be easily located.

Further, the Aff1davit sayeth not.
