Dear Mr. Denton:
Please find attached a report on the results of a study conducted by our geological consultant, Ebasco
- Services, Inc., concerning the validity of a proposed "Neuse Fault".
This study involved a thorough review of the geologic literature of the Coastal Plain of North Carolina associated with the proposed fault.
In addition, the following experts on North Carolina Coastal Plain geology were interviewed:
Phillip Brown, Section Chief of the North Carolina Geological Survey, Walter H. Wheeler, Professor at the University of North Carolina at Chapel Hill, and Garry D. Jones, Union Oil Company.
The findings of this study are summarized below and discussed in more detail in the attached report.

The change in depth to basement between Havelock and Morehead City, NC as reported by Ferenczi (1959) has been shown by additional well data (Brown and others, 1972) to be neither coincident nor associated with the "Neuse Fault".
Ferenczi (1959) thought that the Castle Hayne Formation was not deposited north of the Neuse River because the "Neuse Fault" provided a structural boundary limiting the basin of deposition.
Brown and others (1972) and Otte (1981) have since reported the presence of the Castle Hayne north of this boundary.
Silicified zones are not restricted to the alignment of the "Neuse Fault" and are actually the result of diagenetic alteration of silicious sponges (Otte, 1981).
Not only are Eocene ages and stratigraphy disputed by stratigraphic
- experts, but faulting is not required to explain the depositional environment or present spatial distribution of Eocene units (Ward and others, in press).

Structural contours of the basement and the top of Cretaceous units (Brown and others, 1972) do not show any evidence of movement along the "Neuse Fault".
The original slopes of terraces have not been shown to have been initially horizontal, therefore, the present slope can not be automatically attributed to tectonic activity along the "Neuse Fault".
The region of the "Neuse Fault" is aseismic (Carolina Power
& Light Company (CP&L),
SHNPP FSAR).
The conclusion reached from this study is that there has been no evidence presented that proves either the existence of the proposed "Neuse Fault" or that it has moved in the last 32,000 years.
The proponents of the "Neuse Fault" have not presented any direct evidence of faulting and all the indirect evidence has either been disproved by other Coastal Plain experts or explained by other non-faulting hypotheses.
Therefore, it is our position that the fault does not exist.
Also enclosed are copies of the references requested by Mr. Tom Cardone at the meeting between CP&L and the NRC staff in Bethesda, Maryland on February 28, 1983.
Please note that the photocopy of the section of a map attached to the paper of Harris and others (1979b) is from Brown and others (1972).
When these two maps are compared, it becomes apparent that one of the 1000-contour lines for Unit F was mislabeled on the map published by Harris and others (1979b).
If further information or clarification on this subject is needed, please let me know.
