O'Reilly:

This letter is in reference to your letter of January 18, 1982, referring to Inspection Report 50-400/401/402/403/81-25 for Shearon Harris Nuclear Power Plant. Our letter CQAD 82-442 indicated that full compliance for violation B identified in Appendix A of the Inspection Report would be complete by May 1, 1982. This particular violation was also identified as a nonconforming condition by our site quality assurance organization and documented in Deficiency and Disposition Report number 746.

On December 22, 1981, the NRC (Mr. C. Julian) was notified by telephone, that the condition was considered potentially reportable per the provisions of 10CFR50.55(e) ~ This notification was verified by our letter CQAD 82-105, dated January 20, 1982, to Mr. James P. O'Reilly which also indicated that the reportability evaluation would be completed by May 1, 1982.

Reinspection of the items in question was completed prior to May 1, 1982, but evaluation of the ability of the hangers to sustain design loads was not complete at that time. On May 3, 1982, our letter CQAD-82-791 to Mr.

James P. O'Reilly informed the NRC that we anticipated completion of the reportability evaluation by June 15, 1982. We failed to recognize that a supplementary response to the violation, indicating a revised date for full compliance, should be submitted. Mr. W. Kleinsorge discovered this oversight during his on-site review of open 10CFR50.55(e) items May 1 through May 4, 1982.

Engineering evaluation of the items in question is still anticipated to be complete by June 15, 1982 and the Date When Full Com liance Will Be Achieved is revised to July 2, 1982.
