Gentlemen:
Carolina
Power
and Light Company
ATTN:;J. A. Jones,
Senior Executive
Operating Officer
411 Fayettevi lie Street
Raleigh,
NC

Thank you for your letter of December
11,
1980, informing us of steps
you have
taken to correct the items of noncompliance
concerning activities
under
NRC
Construction
Permit Nos.
CPPR-158,
CPPR-159,
CPPR-160
and
CPPR-161 brought to
your attention in our letter of November 20,.1980.
We will examine your
corrective actions.and
plans during subsequent
inspections.'e
can understand your.discussion
regarding
NRC items 50-400/80-23-'01,
50-401/80-,
21-01, 50-402/80-21-01
and 50-403/80-21-01 in that your. investigation
showed that
the syringes,if properly 'used in your magnetic particle examinations,, could meet
the recommendations
of ASME:Section V, Article 25, SE-109, Winter 76.
The non-
compliance
was issued
because
the inspector observed
a programmatic
weakness
which
could have allowed acceptance
of an unacceptable
weld.
The corrective actions
as
discussed
in your response will, if properly implemented,
bring your program into
compliance with*the requirements. of 10 CFR, Appendix B.
-No further response
is
required.
We. appreciate
your cooperation with us..
Sincerely,
cc:
R. Parsons,
