Dear Mr. Eisenhut:
As requested in your letter of July 31, 1980, Carolina Power Light Company (CP&L) has reviewed the planned staffing for the Shearon Harris Nuclear Power Plant (SHNPP).
That review has concluded that the present plans for staffing the SHNPP and the planned staffing levels, as described in the SHNPP Final Safety Analysis Report (FSAR) which was tendered June 26, 1980, are consistent with the interim criteria provided in your letter.
Schedules and commitments for meeting that staffing plan are also included in the FSAR.
The staffing plan schedule for recruitment and training is presently being reviewed in light of of the construction schedule which was forwarded to you in our letter of August 13, 1980.
Any changes to the staffing plan schedule will be submitted to you in the form of an FSAR amendment.
Additionally, CP&L will include in the Administrative Procedures for the SHNPP provisions governing required shift manning and movement of key individuals about the plant.
These provisions will assure that qualified plant personnel are readily available in the event of an abnormal or emergency situation.
The Administrative Procedures will also contain provisions restricting the use of overtime-in accordance with the criteria provided in your July 3g, 1980 letter.
These Adminis-trative Procedures will be implemented prior to initial fuel load at the SHNPP.
