Dear Mr. O'Reilly:

As committed to in our August 29, 1980 response to IE Bulletin 80-19, Carolina Power

& Light Company (CP&L) has completed its review of the Reactor Protection System for the Shearon Harris Nuclear Power Plant (SHNPP) with regard to the use of mercury-wetted matrix relays.

That review has deteradned that the only application of mercury-wetted relays in reactor trip circuitry at the SHNPP is in the 7300 Process Control System.

These relays are used for temperature channel test inputs from resistor thermal devices and not used in scram circuits.

Therefore, the specific concerns of IE Bulletin 80-19 do not apply to the SHNPP.

Additionally, as requested by Revision 1 to IE Bulletin 80-19, CP&L has determined that approximately five man-days of effort were required for prepar-ation of this response.

This time was split between CP&L, its NSSS vendor and the Architect-Engineer.

If you have any questions on this subject, please contact our staff.

CP&L plans no further response to this bulletin.
