Dear Mr. O'Reilly:

On July 22, 1980, the Region II office (Ifr. V. Brownlee) was notified by the Carolina Power

& Light Company (CP&L) of a potentially reportable item concerning

'the use of insufficient preheat in the field welding of Seismic I hangers.

As in i-

'ated during the August 19, 1980, telephone conversation with your Mr. J. K. Rausch, CP&L has not completed its metallurgical evaluation of this matter to determine whether the problem is reportable per the provisions of 10CFR50.55(e) and 10CFR Part 21. It is now anticipated that this reportability evaluation will be completed by September 5, 1980, at which time the NRC will be notified of our decision.
