20555 SHEARON HARRIS NUCLEAR POWER PLANT UNIT NOS. 1, 2, 3, AND 4 DOCKET NOS. 50-400, 50-401, 50-402, AND 50-403 CONSTRUCTION PHASE ENVIRONMENTAL,MONITORING PROGRAM
Dear Mr. Denton:
The Construction Permit for the Shearon Harris Nuclear Power Plant (SHNPP) requires that Carolina Power
& Light Company (CP&L) conduct a comprehensive environmental sampling, monitoring, and surveillance pro-gram adequate to determine an"ecological baseline for measuring the operational impact of the station on land and water ecosystems.
Based on this requirement and general statements made by the NRC in the Revised Final Environmental Statement, CP&L designed a monitoring and sampling program to satisfy these requirements.
A copy of the original program was provided to Mr. Andrew Cunningham of NRC Region II during a site visit early in 1978.
A subsequent correction of a sampling station designation was conveyed to you in a letter from me dated January 28, 1980.
One change was made to the monitoring program during the first quarter of 1980 to improve the program design.
The change was a shift in emphasis of the periphyton/plankton monitoring program from periphyton to phytoplankton.
A copy of the revised monitoring program is attached.
Baseline studies at the site focused on the periphyton component of the plankton communities because those organisms were dominant forms in the streams of the project area.
When the reservoir is completed and filled, phytoplankton are expected to become dominant.
Therefore, the pxogram change was made to provide preimpoundment phytoplankton data for com-parison with subsequent postimpoundment data.
The.,existing periphyton data base is more than adequate for any future comparisons that may be necessary.
