The licensee's

procedure for field bending of rebar has been completed

and

is currently being circulated for comments.

This noncompliance will remain

Construction Status

Rigging International is presently erecting

a large derrick crane

which will be used for installing nuclear

steam supply system

com-

ponents in the Unit 1 containment building.

Preparations

for the

removal of the erecting mast were proceeding in order to make way for

installation of the main boom.

Concrete placed to date

now totals

341,000 cubic yards.

On March 6,

1980, the inspector observed

a

portion of placement

number

1RAXW257001 for an exterior wall in the

Unit

1 reactor auxiliary building.

Controls were found to be in

accordance

with established site procedures.

Installation of rein-

forcing steel for the remaining two lifts of the Unit 1.containment

primary shield wall is in progress

and preparations

for leg restraint

for the loop

$/ 3 equipment foundation has begun.

Unit 1 Containment Primary Shield Wall

On March 4 at 2:00 p.m., the inspector monitored construction repair

activities underway on patch PlOB for shield wall placement

1CBIW260001.

A painter

was observed

applying

a concrete

curing compound

on the

patched

surface using

a container

whose label had an expiration date

of February

19,

1980.

The assistant

area superintendnet

was immediately

notified and subsequent

discussions

resulted in some uncertainty

as to

whether the

compound being applied

came from that container,

or whether

acceptable

compound

had been mixed and transported in a container with

an expired label.

Further investigation of the paint shop'field

storage

area disclosed additional

compound with the

same February

19

expiration label.

A check was then made of warehouse

number

9 which

is the control distribution point for coating materials.

It was noted

that 42 containers

of the questionable

batch

(f/6917B121) of Nutec

10

primer/sealer

had been put on hold status,

identified,

and segregated

from the other materials

whose shelf life had not expired.

A review

of correspondence

associated

with the subject batch disclosed that the

manufacturer

was being contacted with regard to the possibility of

extending the shelf life date.

Although procedure AP-XIII-07 on storage inspections

requires

the

warehouse

materials supervisor to notify the

QA group for information

and the resident engineer unit for final disposition, there is no

procedure

requirement for notifying the field storage units of materials

that are nonconforming

so that they can be identified and segregated.

This matter is in noncompliance with Criterion XV of Appendix B to 10 CFR 50 'in that measures

have not been established

to control noncon-

forming materials in field storage

areas in order to prevent their,

inadvertent

use.

During the above review activity.

discussions

were held with construc-

tion superintendents,

discipline engineers,

QA specialists,

and con-

struction inspection personnel.

It was determined that Nutec

10 is

being used

as

a form release

agent,

as well as

a curing compound for

Service Ievel I concrete walls,

and as such, is safety-related.

Although the material is considered

compatible with some of the other

coatings

used at the site, it is not included under the site protective

coatings

program.

Nutec

10 is subsequently

removed by sand blasting

prior to applying the necessary

protective coatings.

Procedure

CQA-21 provides for periodic surveillance of storage

areas,

and shelf life is one of the items for examination.

However, the

licensee

was unable to produce

any documents

which verified that

curing compound shelf life had ever been monitored during field stor-

age.

In one instance,

shelf life was verified at time of application.

As a result of the inspector's

discussions,

the licensee promptly

issued

a deficiency report and two memoranda instituting interim

control over shelf life materials.

Following an evaluation by the

licensee,

responsibilities will be defined

and

a procedure

established

for controlling shelf life of curing compounds after warehouse

issuance.

This item has

been classified

as

an infraction and is identified to

the licensee

an noncompliance

number 400/401/402/403/80-07-01,

The licensee's

date for completion of

all corrective actions

was previously estimated to be March 1,

1980.

In an interim report dated February 29,

1980, the licensee

advised RII

that additional time will be required to complete its engineering

evaluation

and corrective action for several additional plates.

Also,

final accountability for all plates

needs to be resolved It is now

estimated that the licensee will submit his final report on or before

June

1,

1980.

Discussions

were held with appropriate

regarding the

determination of reportability under

10 CFR 50.55(e)

on February

14,

1980.

All support plates that had previously been welded in place

were removed.

Those plates,

along with the remaining portion of plate

and remaining fabricated plates

were scrapped.

A replacement plate

was ultrasonically tested

and subsequently

used to fabricate

new

support plates.

The

inspector

reviewed the deficiency and disposition report,

DDR No. 360,

which had been prepared

to document the defective strut assembly

identified in supplement

A of the subject circular.

This item had

been placed

on hold status

pendinq receipt of replacement, parts

on

April 1,

1980.

The deficient rear bracket will be scrapped.

This

strut assembly interference

problem was identified under Part

21 by

Bergen-Paterson.

IEB 79-28, "Possible Malfuncation of Namco Model EA 180 Limit

Switches at Elevated Temperatures".

The licensee

has determined that

the subject

Namco Model EA180 limit switches

are not used in safety-

related

NSSS equipment provided by Westinghouse.

An investigation of

the use of these

switches in non-NSSS

equipment is continuing.
