Mr. James P. O'Reilly, Director Region II U. S. Nuclear Regulatory Commission 101 Marietta Street, NW Atlanta, Georgia 30303 SHEARON HARRIS NUCLEAR POWER PLANT UNIT NOS. 1, 2, 3, AND 4 DOCKET NOS. 50-400, 50-401, 50-402, AND 50-403 IE'BULLETIN'80-03

Dear Mr. O'Reilly:

Carolina Power

& Light Company (CP&L) has investigated for the

=

use of charcoal adsorber cells at the Shearon Harris Nuclear Power Plant (SHNPP) for the deficiencies noted in the Bulletin.

CP&L has received shipment of five units containing charcoal adsorber cells manufactured by CTI-Nuclear, Inc. and one unit manufactured by CVI Corporation.

The charcoal adsorber cells in the units CP&L purchased for SHNPP are not of the tray type design referenced in the Bulletin, but rather utilize a "hopper type" charcoal bed.

Additionally, the retaining screens in the units are spot welded at approximate one-inch intervals for the CTI units and two-inch intervals for the CVI units which should prevent the sagging problem with the screens identified in the Bulletin for the tray type cells which are riveted at six-inch intervals.

CP&L has inspected a

representative number of the units received to date at the SHNPP site and confirmed that the units are welded as specified.

None of the units on site are charged with'harcoal at this time.

Carolina Power

& Light Company intends to inspect charcoal adsorber cells received in the future for the noted deficiencies.

Yours very truly, M. A..McDuffie Senior Vice President Engineering

& Construction SDF/jc
