Dear Mr. O'Reilly:

On November 26, 1979, CP&L had notified the NRC (Mr. R. Bradley) by telephone that the subject deficiency had been evaluated and considered to be reportable under the provisions of 10CFR50.55(e).

As indicated to the NRC (Mr. R. Bradley) by telephone on February 19, 1980, further evaluation has now revealed that the subject deficiency is no longer considered reportable under the provisions of 10CFR50.55(e) on the basis that metallurgical investigation indicates that the types of defects noted were basically cosmetic and considered minor in nature and are not significant enough to cause subsequent failure.

Based on the above, Carolina Power

& Light Company considers this matter closed.

It should be noted that all corrective action on the subject deficiency has been completed and found to be acceptable.
