Dear Mr. Denton:
Our November 6, 1979, letter to you on the subject matter had indicated that the Carolina Power
& Light Company (CP&L) desires to use the position paper (procurement of "off-the-shelf" replacement/spare parts dated 10-4-79) developed by the Atomic Industrial Forum (AIF) Committee on Power Plant Design, Construction and Operation, for the procurement of "off-the-shelf" items, and requested NRC's concurrence for the use of this position paper prior to its implementation on the Shearon Harris Nuclear Power Plant project.
On January 18,
- 1980, a meeting was held 'in Washington, D.C. between the NRC (represented by Messrs.
W. P. Haass, J. Gilray, F. J. Liederbach, J. Spraul, E. J.
- Brown, G. F. Guppy), the AIF (represented by Messrs.
S. Sparacino and G. L. Hefter) and CP&L (represented by Messrs.
N. J. Chiangi, S.
R.
Zimmerman, and K. V. Hate') to further discuss CP&L's request to use the AIF position paper.
During the meeting, CP&L explained that procedures would be available to implement'he "off-the-shelf". procurement program.
These procedures would require the Engineer responsible for the procurement to determine, based on specific guidance contained in the procedures, whether an item could be classified as "off-the-shelf" and the level of controls that should be applied to the item depending on its importance to nuclear safety.
With this clarification, it is our understanding that the NRC is in general concurrence with our approach of applying the AIF position paper for the procurement of "off-the-shelf" items and hence at this time we will proceed with its implementation.
