Dear Mr. Parr:

On November 6, 1979, Carolina Power

& Light Company (CP&L) submitted the plans and profiles of original ground and fillcontours, and the planned locations for all Class I piping and electrical conduit in previously placed backfill material.

CP&L committed to follow the requirements per paragraph 4.4 of Technical Procedure TP-02 "Soil Control Program Fill and Backfill for Plant Grade, Plant Building and Reservoir Concrete Structures."

Based on conversat:ions with Mr. Owen Thompson of your staff, it was agreed that additional testing requirements were needed to address those areas where the depth of previously placed fillmaterial under pipes or duct banks is greater than ten feet.

Accordingly, paragraph 4.4 of TP-02 will be revised to read as follows:

In-place density testing shall be completed in previously placed fillduring excavation.

Test locations shall be at vertical inter-vals of 2.5 feet below the surface down to and also at the elevation required for setting pipes or duct banks.

This applies to all fill except blasted random fill. Note:

The 12 inch sandcone, in accor-dance with ASTM D1556, shall be used for ripped material:

When the depth of existing fillremaining under pipes or duct banks is less than 10 feet no additional in-place testing will be required other than proof rolling (item 4).

When the depth of existing fill remaining under pipes or duct banks is greater than 10 feet', addi-tional.in-place testing of the fillbeneath pipes and duct banks will be completed by one of, or a combination of the following methods:

Mr. Olan D. Parr a) in-place density testing in test pits in or near to the exca-vation for pipes and duct banks.

The tests are to be made at 2.5 feet vertical intervals from the bottom of the excavation down to 5 feet or less above original ground.

b) density testing of undisturbed tube samples taken from test borings in or near the excavation for pipes and duct banks.

The samples are to be taken at 2.5 feet vertical intervals from the bottom of the excavation down to original ground.

c) standard penetration testing (SPT) in test borings in or near the excavation for pipes and duct banks, and correlations between SPT and in-place density tests for the materials encountered.

SPT,locat'ions to be made at 2.5 feet intervals from the bottom of the excavation down to original ground.

Correlations between in-place density tests and SPT may be made at elevations above the bottom of the excavation and extra-polated to the lower depth intervals where only SPT values are available.

The influence of overburden pressure and coarse particles on SPT values will be considered in the correlations.

The proper placement of backfill in the test pits and test holes will be verified per the requirements of TP-02.

The test frequency of tests shall be one for every 75 linear feet of trench approximately along the'centerline.

3.

A proctor curve in accordance with ASTM D698 (or a "one point proctor" to verify an existing curve) shall be developed for each density test.

4.

A nonconformance report shall be issued and the Area Engineer shall be notified if the in-place density is below 95% Standard Proctor.

5.

After density testing is completed and prior to placing bedding

material, the entire surface area of fillmaterial shall be p'roof rolled to identify any soft fillmaterial.

6.

Proof rolling shall be completed with four passes of a sheepfoot or vibratory roller under 100% monitoring by a qualified'oil inspector.

The Area Engineer shall be notified if any soft areas are identified prior to removal and replacement with suitable material.
