Dear Mr. Denton:
The'reliadnary Safety Analysis Report (PSAR) for the Shearon Harris Nuclear Power'lant (SHNPP) iden'tified the" Emergency Service Water Intake Channel as a Seismic Category I structure.,'he PSAR furthei identified'hat a failure of the Emergency Service Water Intake'hannel'ould still allow an adequate'low of water'o.be supplied'or emergency cooling.
Subsequent to issuance of the'onstruction Permit for SHNPP, your st:aff desired'ssurance that the Emergency Service Water Intake'hannel would not fall and asked'or information on previously placed fi11 and asked for a moisture and density'ontrol program for placing new material.
Carolina Power' Light'ompany (CP&L')'lected to remove previously placed'aterial and only address the placement criteria for new'aterial.
On September 6," 1979, CP&L'rovided'our staff with the" placement criteria for new" impervious material 'and modified'andom fillmaterial for the Emergency Service Water'ntake'hannel.
Your staff verbally concurred'with.
this criteria on September 7,'979'.
Your staff further noted'hat the'esign bases'or the'mergency Service Water'ntake'hannel'ad not yet'been'eviewed'y the'uclear Regulatory Commission and, therefore," independent of the" fact that an adequate'low, of water'ould be supplied'or emergency cooling if the'hannel failed; CP&L'twas constructing this channel with'he'isk that the'esign bases may or may not be, completely acceptable to'he" NRC subsequent to'eview' of the'inal Safety'nalysis Report (PSAR).
