Dear Mr. O'Reilly:
Your letter of July 2, 1979 requested that all holders of construction permits verify that the seismic analysis applies to the actual configuration of safety related piping systems.
Carolina Power
& Light Company has investigated this requirement and has concluded that the items in Bulletin 79-14 cannot be addressed at the current time due to the fact that as of this date, the Shearon Harris Nuclear Power Plant (SHNPP) has no complete safety related piping systems installed.
Therefore, there are no as-built drawings that a stress analysis impact can be compared to.
As a part of our gA and startup programs, as-built configurations will be checked against the design used in the seismic analysis, and any necessary changes will be made.
