Dear Mr. Luberoff:
I am responding to your letter of February 8, 1999, to the Chairman and Commissioners of the Nuclear Regulatory Commission (NRC). Your letter endorsed the Chatham County Board of Commissioners'equest for a 30-day extension of the comment period associated with Carolina Power & Light Company's (CP&L's) proposed increase in the spent fuel storage capacity at the St tl i

Mr. Charlie Horne, the Chatham County Manager, made his request to the NRC in a letter dated February 3, 1999. As the enclosed letter to Mr. Horne indicates, the staff has denied his request to extend the comment period, but has agreed to accept comments from Chatham County provided they are submitted in a reasonable time after the Board of Commissioners has had an opportunity to evaluate its consultant's report.
Your letter of February 8, 1999, also provided comments on the NRC staff's proposed no significant hazards consideration determination.
The NRC staff willconsider your comments, along with any others received, in the safety evaluation for the Shearon Harris amendment request.
