Dear Mr. Scarola:
By "HNP-98-161, Requests Relief from 1989 Edition of ASME Code Section XI,IWA-4120 Requirements for Repair of Control Rod Drive Mechanism Housing [[Topic" contains a listed "[" character as part of the property label and has therefore been classified as invalid..Supporting Calculation,Encl|letter dated November 4, 1998]], Carolina Power & Light (CP8L) requested relief from the requirements of the 1989 edition of the American Society of Mechanical Engineers Code Section XI, IWA-4120 for the repair of a Control Rod Drive Mechanism housing seal weld (penetration 418). By letter dated November 6, 1998, the Nuclear Regulatory Commission (NRC) staff approved the proposed alternative contain'ed in that relief request pursuant to 10 CFR 50.55a(a)(3)(ii).
The NRC staffs review and approval was based upon the alternative contained in your relief request which proposed, among others things, that a post outage system leakage test would be performed.
However, in the letter dated November 6, 1998, the NRC staff inadvertently stated that a hydrostatic test would be performed.
The purpose of this letter is to clarify that the staffs review and approval was based on the information included in the proposed alternative, which included the performance'of a post outage system leakage test not a hydrostatic test.
