GRANTING OF RELIEF INSERVICE INSPECTION PROGRAM RELIEF REQUESTS 2R1-010 AND 2RG-009 - SHEARON HARRIS, UNIT 1 (TAC NO. MA0989)

Dear Mr. Scarola:

By letter dated January 27, 1998, Carolina Power 8 Light (CP&L) submitted the Harris Nuclear Plant (HNP) Second 10-Year Interval Inservice Inspection (ISI) Program Plan. The ISI Program Plan submittal also included 19 relief requests.

By "HNP-98-049, Requests That NRC Review Relief Requests 2R1-010,2R1-003, 2R1-004,2R1-006,2R2-003 & [[SSC" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Prior to 980930 in Order to Avoid Adverse Impact on Schedule for ISI to Be Performed During RFO8|letter dated April 17, 1998]], CP&L informed the staff that 6 of the 19 relief requests involved inspections scheduled to be conducted during Refueling Outage 8 (RFO8), scheduled to commence October 24, 1998.

Also, CP8L requested that the staff complete its review of these six relief requests (2R1-003, 2R1-004, 2R1-006, 2R1-010, 2R2-003, and 2R2-005) expeditiously in order to avoid an adverse impact on the schedule for RFO8 ISI activities.

By letter dated August 24, 1998, CP&L withdrew 8 (2R1-003, 2R1-004, 2R1-006, 2R1-008, 2R1-011, 2R2-001, 2R2-003, and 2R2-005) of the 19 relief requests included in the original Second 10-Year ISI program plan.

In addition, by letter dated August 24, 1998, CPBL submitted a new relief request (2RG-009) and revised another (2RG-008).

CP8 L stated that 2RG-009 was also needed for RFO8.

Five of the eight relief requests withdrawn were included in the six reliefs CP&L previously identified as needed for RFO8. CP8L cited lack of sufficient justification as the basis for withdrawing the eight relief requests.

CPB L stated that the intent of submitting the eight relief requests as part of the Second 10-Year Interval ISI Program Plan was a proactive approach to obtain relief for those components with known physical limitations. However, after evaluating the NRC staffs request for additional information, dated July 14, 1998, CP8L has determined that it is necessary to attempt the examinations to develop sufficient justification for the eight relief requests.

The staff has completed its review of relief requests 2R1-010 and 2RG-009, the reliefs requested for RFO8. After evaluation of the information submitted, the proposed alternative contained in relief request 2R1-010 is authorized for the second interval pursuant to the'rovisions of 10 CFR 50.55a(a)(3)(ii) in that compliance with the specified requirements would result in hardship or unusual difficultywithout a compensating increase in the level of quality and safety. The use of Code Case N-533 is authorized for insulated bolted connections in Class 1 systems borated for controlling reactivity for the second 10-year interval at HNP or until the Code case is approved for general use by reference in Regulatory Guide (RG) 1.147. After that time, CP8 L may continue to use the Code case with the limitations, ifany, listed in RG 1.147.

The proposed alternative contained in relief request 2RG-009 is authorized for the second interval pursuant to the provisions of 10CFR50.55a(a)(3)(i) in that the alternative 98iii00i49 'Ii8ii04 PDR ADQCK 05000400 6

provides an acceptable level of quality and safety. The NRC staff evaluation and conclusions are contained in the enclosed Safety Evaluation.

It should be noted that the NRC staff is continuing to review the remaining relief requests submitted with the second 10-Year Interval ISI Program Plan.
