TIMELYRESPONSE TO NRC STAFF REQUEST FOR ADDITIONAL INFORMATION

Dear Mr. Robinson:

Traditionally, the NRC staff has placed a premium on ensuring that license amendment reviews are technically sound and completed in a timely manner.

As you are aware, completion of a review in a timely manner also depends on the licensee.

A submittal that is well written, thorough and of high quality willusually result in fewer questions from the staff; however, if questions are required, a complete and timely response willtypically result in a shorter amendment review and approval period.

Recently, the staff completed the review and issuance of an amendment for Shearon Harris, "Deletion of Shutdown Requirements from Selected Surveillances," in an expedited manner to preclude a potential plant shutdown. The additional effort associated with the expedited review and issuance could have been avoided had your staff responded to the NRC request for additional information (RAI) in a timely manner.

Specifically, the NRC staff first requested additional information regarding this amendment in July 1997, and on several occasions since July 1997, the staff inquired about the response to this RAI.

However, a response to this RAI was not received until April 13, 1998, after your staff identified an urgent need for the amendment.

In addition to the above, your staff has been slow in responding to other RAIs.

For example, the staff is still awaiting additional information for the "Ultimate Heat Sink Level and Temperature" amendment request.

This information was requested in September 1997.

Notwithstanding the need to schedule work based on priodty, the staff expects a timely gl /

response to RAls, even for amendments that are deemed to be iow priority by your staff. in the future, ifyour staff is unable to meet a requested RAI response date, please engage the undersigned in appropriate dialogue to establish a reasonable alternative date for a response.

I trust that in the future, your staffs prioritization of work willnot result in the need for an expedited review and issuance of amendment because of a slow response to an NRC RAI.
