INTEGRATED INSPECTION REPORT 50-400/97-13
Dear Mr. Robinson:
On January
17,
1998, the
NRC completed
an inspection at your Harris reactor
facility.
The enclosed
report presents
th'e results of that inspection.
During the six weeks covered
by this inspection period. our inspectors
found
that your staff generally took
a safety conscious
approach to the operation of
the facility.
One violation was identified for failure to correct
a long
standing design deficiency related to the steam generator
feedwater preheater
bypass
containment isolation valve air actuators.
We are also concerned with
the lack of information pertaining to these actuators
in design
and licensing
basis
documents
which would provide their operational
characteristics.
We are
still reviewing your steam generator
blowdown water
hammer event that occurred
on December
22,
1997.
The violation is cited in the enclosed
Notice of Violation, and the
circumstances
surrounding the violation is described in detai 1 in the enclosed
report.
Please
note that you are required to respond to this letter and
should follow the instructions specified in the enclosed
Notice when preparing
your response.
The
NRC will use your response,
in par t. to determine whether
further
enforcement action is necessary
to ensure
compliance with regulatory
requirements.
