SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 INSERVICE INSPECTION PROGRAM RELIEF REQUESTS FOR REGENERATIVE HEAT EXCHANGER (TAC NO. M96760)

Dear Mr. Robinson:

4 By letter dated October 8, 1996 (HNP-96-162),

as supplemented January 21, 1997 (HNP-97-004), Carolina Power

& Light Company (CP&L) submitted relief requests (R2-006 and R2-007) pursuant to 10 CFR 50.55a(a)(3)(ii) from compliance with the requirements of the ASME Code,Section XI, 1983 Edition, including addenda through the Summer of 1983 on the volumetric examination of welds of the Regenerative Heat Exchanger and on the visual examination of its supports.

In relief request No. R2-006, you stated that you had successfully inservice inspected 8 of the 12 welds in two out of three'eat exchangers during Refueling Outages 2 and 3 of the first 10-year inservice inspection interval and requested relief to substitute the volumetric examination with a VT-2 visual examination of the same welds in the remaining heat exchanger due to as low as is reasonably achievable (ALARA) concerns.

Furthermore, your submittal indicated that there was no rejectable indication found in any heat exchanger either during the preservice inspection or the subsequent inservice inspection.

The staff has reviewed your request for relief against the applicable Code requirement and determined that you had, in fact, complied with the Code based on the following interpretation of the Code and, therefore, a request for relief is not required.

For pressure retaining welds in pressure vessels (Class 2 Components)

Examination Category C-A, the extent of examination in case of multiple vessels of similar design,

size, and service (such as steam generators, h

exchangers),

the required examinations may be limited to one vessel or distributed among the vessels.

The staff has reviewed your submittal and determined that, for the subject Regenerative Heat Exchanger, which consis of three identical units of shell and U-tube heat exchangers connected in

series, two out of three of these heat exchangers were volumetrically examined during the second and third outages of the current inspection interval.

Therefore, the staff has determined that requirement of the Code has been satisfied during the first inservice inspection of one heat exchanger out of three.

remote visual examination of six wall-mounted supports (two per heat exchanger) for the Regenerative, Heat Exchanger due to ALARA concerns.

The staff finds that it is permissible by the applicable ASME Code,Section XI, Subsection IWA-2213 Visual Examination VT-3, which states the following:

"For component supports and component interiors, the visual examination may be performed remotely with or without optical aids to verify the structural integrity of the component."

The staff further believes that, if the connections at the support points are exposed, it may not be necessary to remove insulation from the heat exchangers to conduct the proposed remote visual examination to save additional man-rem as proposed in your relief request.

Based on the above review,,the staff concludes that your program for the volumetric examination of the Regenerative Heat Exchanger and the visual examination of its supports is in compliance with the applicable ASME Code,Section XI and, therefore, the reliefs requested are not required.
