NRC TEAM VISIT TO SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, AND CORPORATE OFFICE (TAC NO. M84306)
This is to inform you that an NRC review team will conduct an information gathering site visit to Shearon Harris Nuclear Power Plant, Unit 1, and the Carolina Power
& Light Company Corporate office from August 27-28, 1992.
The purpose of the review team is to evaluate the licensee and NRC processes for assessing the safety significance of operating reactor events and to make recommendations to NRC management on any necessary program improvements.
Your staff was notified of this NRC review activity on August 20, 1992.
Enclosed please find the agenda for the subject NRC team visit.

The review group is interested in obtaining information on CP&L's programs prior to and after the loss of HHSI event in the following areas;

Configuration Control - modification review process, safety evaluation preparation and review, and post-installation testing with respect to the alternate miniflow system.'
Corrective Action Program - identification and follow-up of previous
- events, including management review.
Industry Communications - investigation of event by INPO and interaction between INPO and CPKL.
The review group will also focus on how safety significance is identified and assessed at Shearon Harris with respect to the following; 1.
10 CFR 50.72 and 50.73.

10 CFR 50 Appendix B Criterion XVI.
3.
Generic Letter 91-18 on Degraded Conditions and Operability.
4.
10 CFR 50.9(b) - reporting requirement.
5.
Generic Letter 88-20, Individual Plant Examination utilization beyond initial screening for vulnerability.
