Document Control Desk Washington, DC 20555 SHEARON HARRIS NUCLEAR POWER PLANT DOCKET NO. 50-400/LICENSE NO. NPF-63 REQUEST FOR LICENSE AMENDMENT STEAM GENERATOR W TUBE PLUGGING CRITERIA Gentlemen:
In accordance with the Code of Federal Regulations, Title 10, Parts 50.90 and 2.101, Carolina Power
& Light Company (CP&L) hereby requests a revision to the Technical Specifications (TS) for the Shearon Harris Nuclear Power Plant (SHNPP).
This proposed amendment revises the SHNPP Operating License to allow the use of an alternate steam generator tube plugging criteria for the portion of the steam generator tubes within the tube sheet.
Specifically, Technical Specification Surveillance 4.4.5 would be amended to include an F* distance within the tube sheet below which indications of degradation would have no impact on the determination of integrity of a
steam generator tube.
As a result, steam generator tubes with degradation below the W distance in the tube sheet region would not require repair or plugging.
Carolina Power
& Light Company believes this proposed change is safe because the presence of the tubesheet in conjunction with the hardroll tube installation process significantly reduces the potential for tube failure and/or leakage within the,tubesheet area when compared to the free span portion of the tube.
Enclosure 1 provides a detailed description of the proposed changes and the basis for the changes.
Enclosure 2 details the basis for the Cotnpany's determination that the proposed changes do not involve a significant hazards consideration.
Enclosure 3 is an environmental evaluation which demonstrates that the proposed amendment meets the eligibilitycriteria for categorical exclusion set forth in 10 CFR 51.22(c)(9);
therefore, pursuant to 10 CFR 51.22(b),
no environmental impact statement or environmental assessment needs to be prepared in connection with the issuance of the amendment.

As WCAP-12816 contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information.
The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations.
Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR 2.790 of the Commission's regulations.

In order to support the use of the F* criteria in the next steam generator tube inspection, i.e., during refueling outage No.4, CP&L requests that the enclosed amendment be issued by September 1, 1992.
To allow time for procedure revisions and orderly incorporation into copies of the Technical Specifications, CP&L requests that the proposed amendment, once approved by the
- NRC, be issued such that implementation will occur within 60 days of issuance of the amendment.
In accordance with 10 CFR 50.91(b),
CP&L is providing the State of North Carolina with a copy of this letter.
