FOR SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 (TAC NO. M82417)

On July 18, 1991, the NRC issued Generic Letter (GL) 91-11 which contained the staff resolution of Generic Issues 48 and 49.

The GL required that licensees certify that procedures exist which contain time limitations and surveillance requirements for vital instrument buses (VIB), inverters or other onsite power sources for VIB, and tie breakers.

If procedures do not exist, a justifica-tion demonstrating the reasons why the controls are not needed is required.

By letter dated January 31, 1992, you responded to the GL.

You indicated that appropriate procedures for time limitations and surveillance requirements are in place in your plant.

You also reported that tie breakers are not used between your plant's safety train buses.

The staff has reviewed your response and finds that it meets the reporting requirements set forth in GL 91-11.

This completes the staff's activities on TAC No. H82417.
