TO NRC GENERIC LETTER 91-11 RESOLUTION OF GENERIC ISSUES 48 AND 49 Gentlemen:
The purpose oE this letter is to provide, in accordance with 10 CFR 50.54(f),
Carolina Power and Light Company's response to NRC Generic Letter 91-11, "Resolution of Generic Issue 48,'LCOs for Class 1E Vital Instrument Buses,'nd 49,'Interlocks and LCOs for Class 1E Tie Breakers'ated July 18, 1991 Eor the Shearon Harris Nulcear Power Plant (SHNPP).
The Generic Letter requested that licensees provide certification, within 180 days oE receipt of the Generic Letter, that they have implemented the appropriate procedures conforming to the guidance provided in the Generic Letter enclosure or have prepared justification that such procedures are not needed.
Each of the NRC recommended actions and CP&L's response thereto are provided in the Enclosure to this letter.

RESPONSE
TO NRC GENERIC LETTER 91-11 RESOLUTION OF GENERIC ISSUES 48 AND 49 RECOMMENDED ACTION 1:
Ensure that your plant has procedures that include time limitations and surveillance requirements for vital instrument buses (typically 120V AC buses).
RESPONSE
At the Shearon Harris Nuclear Power Plant (SHNPP) there are four Class 1E Vital 118 Volt AC instrument buses and two 125 VDC emergency buses which provide power for instrumentation and controls of the engineered safeguards features systems and the reactor protection systems.
All six buses are addressed in Technical Specification 3.8.3.1, which provides time limitations for having a bus not energized and surveillance requirements for determining that the buses are energized correctly. These surveillance requirements are implemented by Operation Surveillance Test Procedure, OST-1024, "Onsite Power Distribution Verification Weekly Interval Modes 1-2-3-4-5-6".
RECOMMENDED ACTION 2:
Ensure that your plant has procedures that include time limitations and surveillance requirements for inverters or other onsite power sources to the vital instrument buses.
RESPONSE
Technical Specification Limiting Condition of Operation (LCO) 3.8.3.1 requires, that the four 118 VAC vital buses be powered from their associated inverters.
Associated Action Statements "b" and "c" limit the time that an inverter may be out of service to two hours and bypassed for twenty-four hours, respectively.
In addition the Specification requires periodic surveillances be performed to ensure that the 118 VAC vital buses are energized in the required manner, i. e.,
via their respective inverters, once every seven days.
These surveillance requirements are implemented by Procedure, OST-1024.
Technical Specification LCO 3.8.3.1 and Action Statement "d" require that the two 125 VDC buses be energized from their associated emergency battery and limit the time that a bus may be out of service to 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />.
In addition the Specification requires periodic surveillances be performed to ensure that the 125 VDC buses are energized in the required manner once every seven days.
These surveillance requirements are implemented by Procedure, OST-1024.
RECOMMENDED ACTION 3:
Ensure that your plant has procedures that include time limitations and surveillance requirements for tie breakers that can connect redundant Class 1E buses (AC or DC) at one unit or that can connect Class 1E buses between units at the same time.
RESPONSE
There are no tie breakers between the safety trains of the 6.9kV Engineered Safeguards Features Buses (ESF), the 480 VAC ESF buses, 118 VAC Vital Instrument
- Buses, or the 125 VDC safety buses.
Therefore, surveillances and/or time limits for tie breakers between safety train buses are not necessary.
