II-BD-Ol1BD-FM-305, II-MS-001MS-FM-284 9 II-MS-001MS-SM-A3, II-MS-007MS-FM-563 AT SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 (TAC NOS.
72016 AND 76843)
By letter dated September 30, 1988, the NRC staff provided Carolina Power 5
Light Company (CP8L) with an evaluation of the Shearon Harris Nuclear Power Plant, Unit 1 (Harris), First Ten-year Inservice Inspection (ISI) Program.
The program was submitted by CPSL letter dated January 28, 1988, and contained requests for relief from some examination requirements of the 1983 Edition through Summer 1983 Addenda of Section XI of the American Society of Mechanical Engineers (ASME) Code.
The relief requests were evaluated and granted as documented in the Safety Evaluation (SE) and Technical Evaluation Report (TER) attached to the above cited NRC letter.
By letters dated January 30, 1989, and April 25, 1990, CPSL submitted Supplements 1 and 2 to Request for Relief R2-001 with supporting technical justification regarding the subject welds.
The staff has reviewed CPSL's submittal and has concluded that these welds are cases where relief can be granted as requested.
The staff's SER/TER documenting their evaluation is enclosed for your information.
The staff has determined that meeting the requirements of the Code is impractical for these weld cases for which relief is being granted and pursuant to 10 CFR 50.55a(g)(6)(i), that the granting of relief is authorized by law, will not endanger life or property or the common defense and security, and is otherwise in the public interest.
In making this determination, we have given due consideration to the burden that could result on the licensee if those requirements are imposed on the CPSL facility.
