REQUEST FOR RELIEF FROM SECTION XI CODE REQUIREMENTS FOR WELD NO. II-SI-026SI-FW-543 AT SHEARON HARRIS NUCLEAR POWER PLANT (TAC NO. 68870)

By letter dated September 30, 1988, the NRC staff provided you with an evalua-tion of the Shearon Harris Nuclear Power Plant First Ten-year Inservice Inspection

( ISI) Program.

The program was submitted by Carolina Power II Light Company by letter dated January 28, 1988 and contained requests for relief from some examination requirements of the 1983 Edition through Sumer 1983 Addenda of Section XI of the ASME Code.

The relief requests were evaluated and granted as documented in the Safety Evaluation (SE) and Technical Evaluation Report (TER) attached to the above cited NRC letter.

By letter dated August 26, 1988, Carolina Power 5 Light Company transmitted a

relief request with supporting technical justification regarding weld II-SI-026SI-FW-543 at the Shearon Harris Nuclear Power Plant, which you now plan to examine as part of your first ten-year ISI program.

This weld had been included as part of Relief Request No. R1-003 of the Ten-year ISI Program but is not reflected in the SE/TER transmitted to you because it was not scheduled to be examined during the inspection interval.

Therefore the relief requested was not in accordance with the requirements of 10 CFR 50.55a.

We have reviewed the supporting information and concluded that the bases for gr anting relief from the examination requirements for the welds contained in Rl-003 of the SE/TER transmitted to you are also applicable to weld II-SI-026SI-FIN-543.

We have determined that the inspection requirement is impractical for this weld for which relief is being granted, and pursuant to 10 CFR 50.55a(g)(6)(i),

the granting of this relief is authorized by law, will not endanger life or property or the common defense and security, and is otherwise in the public interest.

In making this determination, we have given

E. Utley due consideration to the burden, such as redesign and refabrication of the component that could result if this requirement is imposed on your facility.

On this basis, we grant relief from the examination requirements for weld II-SI-026SI-Fl<-543, as requested in your the letter dated August 26, 1988.
