TO NRC INSPECTION REPORT 50-400/90-25
Dear Mr. Gibson:
This response refers to the NRC inspection conducted December 17 through December 19, 1990 of licensed operator requalification examination techniques at Shearon Harris Nuclear Power Plant.
In your letter dated January 17, 1991, transmitting Inspection Report 50-400/90-25, you requested that CP&L respond in writing to the concern regarding licensed instructors receiving simulator examinations they had previously used to evaluate other licensed operators.
Carolina Power
& Light Company has reviewed the Harris licensed operator requalificaton examination process and its implementation and agrees that three licensed instructors did receive one simulator examination that they had used at least three weeks previously to evaluate other licensed operators.
Given that each instructor received three 'simulator examinations during their requalification, CP&L does not believe that the above resulted in degradation of the process.
However, in order to improve'xamination reliability, the following requirement will be added to the Harris Training Instruction TI-200, Licensed Operator Requalificaton Program.
"Licensed instructors shall not be evaluated in the same shift position utilizing the same simulator examination scenario in which they have previously evaluated other licensed operators during the current annual examinations."
As committed in the exit interview for this inspection, the three licensed instructors who were affected will not'eactivate their licenses until they pass another requalification examination.

In addition to the changes in the Harris Licensed Operator Requalificaton Program, the equivalent Robinson and Brunswick Training Instructions will be revised in a similar manner to ensure that a like situation is avoided in those programs.
