STEAM GENERATOR TUBE RUPTURE RE-ANALYSIS -
SHEARON HARRIS NUCLEAR POWER PLANTB UNIT 1 (TAC NO. 75514)
By letter dated February 1, 1988, Carolina Power
& Light Company (CP&L) submitted information to demonstrate that the consequences of the design basis steam generator tube rupture (SGTR) event for the Shearon Harris Nuclear Power Plant, Unit 1 (Harris), are less than the acceptance criteria for calculated, doses from radiological releases specified in NUREG-0800, Standard Review Plan (SRP), Section 15.6.3.
The submittal was made to satisfy a
NRC requirement stated in License Condition 2.c.(5),
Steam Generator Tube Rupture, of the Harris full power license, Operating License No. NPF-63.
By letter dated September 30, 19BB the staff accepted the SGTR analysis and transmitted the Safety Evaluation SE) to CPBL.
The staff's acceptance was predicated on (1)
CPGL's commitment to complete the training program associated with SGTR mitigation, and (2) a verification of operator actions and action times assumed in the analysis, both to be completed prior to startup from the second refueling outage.
Further, the SE stipulated that in the event that the actual operator action times were not bounded by those assumed in the SGTR accident analysis for Harris, CP&L would submit supplemental SGTR analyses, including radiological consequences, using conservative operator action times based on those generated during the demonstration runs.
Upon completion of the verification runs for SGTR accident mitigation operator action times, CP&L found that the operator action times generated during the demonstration runs were not bounded by the operator action times assumed in the Harris SGTR analysis.
By letter dated December 15, 1989, CP&L submitted a
re-analysis of the'arris SGTR event based on the demonstrated operator action times.
The staff has evaluated CP&L's re-analysis of the Harris SGTR and finds that operator action times have been acceptably demonstrated.
The demonstrated operator action times have been used in the SGTR analysis using the same methodology as the previously accepted analysis.
The results of the re-analysis of the SGTR event, using the demonstrated action times, demonstrate that there is a margin to steam generator overfill for Harris and the i

. Mr. Lynn W. Eury December 19, 1990 calculated offsite radiation doses are well within the allowable guidelines specified in SRP Section 15.6.3 and 10 CFR Part 100.
Credit was taken for the operation of the pressurizer power operated relief valves (PORVs) in the SGTR re-analysis, which is acceptable based on CPSL's commitment to upgrade the PORVs manual actuation components, controls and power supplies to safety grade for use in the SGTR event only.
Based on the upgraded PORVs and demonstrated operator action times, the Harris SGTR re-analysis is acceptable.
Based on the acceptable SGTR re-analysis, the staff finds that CP5L has complied with the staff's requirements in the SGTR analysis SE dated September 30, 1988, and has satisfied License Condition 2.C.(5),
