FEMA EVALUATION OF THE PROMPT ALERT AND NOTIFICATION SYSTEM FOR THE SHEARON HARRIS NUCLEAR POWER PLANT Enclosed is a

copy of the Federal Emergency Management Agency's Report documenting their analysis of the prompt alert and notification system for the Shearon Harris Nuclear Power Plant which was conducted on July 14, 1987.

As described in the enclosure, FEMA has determined that the alert and notification syste'm installed around the Shearon Harris Nuclear Power Plant satisfies the requirements of NUREG-0654/FEMA-REP-1, Rev.

1, and FEMA 43.

It should also be noted that the caveat on the alert and notification system contained in the March 28, 1989, Title 44

CFR, Part
350, approval of the North Carolina Emergency

Response

Plan site-specific to the Shearon Harris Nuclear Power

Plant, has been removed.

The Governor of North Carolina has been advised of this approval.

FEMA recommends that the State of North Carolina, the local jurisdictions, and the Carolina Power and Light, Company consider increasing the frequency of the full-cycle tests of the Shearon Harris alert and notification system to once a

month.

We encourage you to work closely with the State of North Carolina and the counties within the 10-mile EPZ in testing and maintaining the prompt alert and notification system.
