Docket No. 50-400 Mr. Lynn W. Eury Executive Vice President Power Supply Carolina Power 8 Light Company Post Office Box 1551 Raleigh, North Carolina 27602

Dear Mr. Eury:

SUBJECT:

SEISMIC DESIGN CONSIDERATION FOR CERTAIN SAFETY-RELATED VERTICAL STEEL TANKS - SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 (TAC NO. 73096)

In the process of technical resolution of Unresolved Safety Issue (USI) A-40, "Seismic Design Criteria," it was determined that a potential safety issue existed at Shearon Harris Nuclear Power Plant, Unit I (Harris), with respect to certain safety-related above-ground vertical liquid storage tanks.

In order to resolve the issue, we requested information from you on the seismic design of these tanks by letter dated June I, 1989.

You responded with the requested information by letter dated October 3, 1989.

The staff has reviewed your submittal the installation of these tanks at Harris and, on Apri 1 4-6, 1990, audited selected aspects of the seismic design calculations.

We have completed our review of the seismic design of the safety-related above-ground vertical liquid storage tanks at Harris and the results of that review are enclosed.

Briefly, the staff concludes that the design and construction of the two safety-related

tanks, the condensate storage tank and the refueling water storage tank properly considered the effects of tank flexibilities and that the guidelines provided in Revision 2 of the Standard Review Plan, Section 3.7.3, are satisfactorily met.

Therefore, the tanks are acceptable.

This completes our efforts on TAC No. 73096.
