The inspection

included

a review of

activities authorized for your Harris facility.

At the conclusion of the

inspection,

the findings were discussed

with those

members of your staff

identified in the enclosed

inspection report.

Areas

examined during the inspection

are identified in the report.

Within

these

areas,

the inspection consisted of selective

examinations

of procedures

and representative

records,

interviews with personnel,

and observation of

activities in progress.

The enclosed

Inspection Report identifies activities that appeared

to violate

NRC requirements

that are not cited; therefore,

a response

is not required.

The enclosed

inspection report discusses

the presence

of a significant backlog

of plant reviews

by the Corporate

Nuclear Safety Section.

This matter

was

previously identified in NRC Inspection Report 50-261/89-25,

transmitted to you

by letter dated January

8, 1990.

We encourage

you to allocate

the necessary

resources,

as appropriate,

to expeditiously reduce this backlog

and receive

th'e full safety benefit which can result from timely reviews of plant events.
