SHEARON HARRIS EMERGENCY PLAN REVIEW, DOCKET NO. 50-400

'We ha've completed our review of Revision 15 to the Shearon Harris Emergency

Plan, dated June 26,
1989, and the Emergency Plan changes submitted in-accordance with 10 CFR 50.54.

Our review indicated that the changes incorporated as Revision 15 meet the planning standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50.

Regarding your proposed Emergency Action Level (EAL) changes submitted to NRC for review prior to implementation, we have evaluated the changes and found them acceptable for incorporation into your Emergency Plan with two exceptions.

The proposed Unusual Event EALs regarding plant shutdown per Technical Specifications and effluent releases, have not been revised consistent with current NRC policy and do decrease the effectiveness of the Plan.

Therefore, the EALs cannot be incorporated into the Plan as proposed.

This matter was discussed during a telephone conversation between A.= Garrou of your staff 'and A. Boland of Region II on October 23, 1989.

Please be reminded that 10 CFR 50.54(q) requires that proposed changes which decrease the effectiveness of your Emergency Plan shall not be implemented without application to and approval by the Commission.

However, changes may be made without Commission approval if such changes do not decrease the effectiveness of,the
Plan, and the Plan, as
changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50.

If a change is made without approval, you should furnish copies in accordance with 10 CFR 50.54(o).

Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements to 10 CFR 50, Appendix E, Section V.
