In letters dated September 19, 1986 and December 23, 1986, Carolina Power

& Light Company committed to complete implementation and training of revised Emergency Operating Procedures (EOPs) prior to startup of the second fuel cycle.

These commitments were reflected in the full power operating license issued for SHNPP on January 12, 1987 which stated:

Full implementation of the licensee's commitments regarding the requirements of Generic Letter 82-33 concerning Item I.C.1 of the TMI Task Action Plan and Item 7 of Supplement 1

to NUREG-0737 will be confirmed before the startup of the second fuel cycle.

This letter documents that the Emergency Operating Procedure revisions and training were completed prior to startup of the second fuel cycle as required.

This item is ready for NRC closeout.
