& Light Company hereby submits information requested by NRC Bulletin No. 88-10 "Nonconforming Molded-Case Circuit Breakers" for the Shearon Harris Nuclear Power Plant (SHNPP).
The Bulletin requested that licensees take actions to provide reasonable assurance that molded-case circuit breakers purchased for use in safety-related applications, without verifiable traceability to the circuit breaker manufacturer, perform their safety functions.
The SHNPP response to the specific actions requested by this Bulletin is attached.

Introduction A.
Purpose and Scope This report fulfillsreporting requirements 1 and 2 outlined in NRC Bulletin 88-10.
To accomplish this, a synopsis of the results obtained by CPdcL on Action Items 1 through 7 serves to status each action item.
Supplier correspondence and documentation supporting traceability has been recorded and filed.
II.
Summary of Results The completion status of Action Items 1 through 7 willbe discussed in the following section.
Items not completed are scheduled for completion within the time frame indicated.
A.
Identification and Traceability of Stored Breakers 1.
Action Item No.
1 CPRL has identified 91 purchase orders
- s being maintained as stored spares for Shearon Harris Nuclear Power Plant (SHNPP) safety-related applications.
This includes circuit breakers purchased directly from a circuit breaker manufacturer (CBM) or an electrical equipment supplier.
The breakers, regardless of origin, were purchased "Q off the shelf" (Q-OTS) and required receipt inspection.
Additionally, although not an action item requirement, molded case circuit breakers (MCCBs) purchased by the SHNPP construction organization from 1983 to 1988, 10 purchase orders (259 breakers), and installed in a permanent facility safety-related application were also identified. From a review of the purchase orders identified and the SHNPP Supply Inventory System (SIS), CPdcL was able to determine that this equipment was purchased Q-OTS directly from CBMs.
Purchases made directly from a CBM were investigated utilizing the SHNPP SIS. Adequate traceability for these MCCBs was determined to exist in the form of shipping documentation from the CBM, SHNPP Receipt Inspection documentation, and CPRL purchase orders.
Refer to Attachment B.
For circuit breakers supplied other than directly from a CBM (non-CBM), CPRL submitted a letter to each supplier requesting a Certificate of Compliance or documentation attesting to or certifying that the equipment in the subject purchase orders was procured directly from a specific circuit breaker manufacturer.
Attachment B lists both CBM and non-CBM suppliers with their corresponding purchase order numbers.
Attachment B also lists the type of support documentation that is available for each of the purchase orders.

Attachment A Page 2 of 3 For each non-CBM supplier, CPRL has valid purchase orders tying the procured equipment to each of the listed suppliers.
In turn, except as discussed below, each of the non-CBM suppliers has acknowledged the validity of their CPRL purchase orders and has stated, certified, or attested to in writing that the breakers supplied were purchased directly from a CBM. This establishes adequate traceability for the MCCBs.
To add additional credence to this documentation, CPdcL is scheduling visits to non-CBM suppliers'acilities to conduct record checks for the non-CBM suppliers; the record checks are expected to be completed by 3uly 31, 1989.

In conclusion, for Action Item No. 1, adequate traceability to the CBM has been established based on the accumulated CPRL and supplier documentation per Attachment B with exception of two purchase orders (three breakers) from Westinghouse Electric Supply which are stored spares.
Vendor record checks have been scheduled to add additional credence to the document trail. Information required by Action Item No. 1C for the three breakers which were determined to be untraceable to the CBM is supplied in Attachment B, page 2 of 5.
Action Item No. 2 - A justification for continued operation to the NRC was not required because adequate traceability to the CBM was established for the breakers in the sample case with exception of three which are stored spares that willbe set aside.
B.
Testing Action Item No. 3 Adequate traceability to the CBM was established for the MCCBs procured via the purchase orders identified in Attachment B with the exception of three stored spares.
Per agreement between NRC and NUMARC, these three breakers willnot be tested but willbe set aside for possible future evaluation or to aid in NRC investigations of suppliers.
(Refer to NUMARC letter from Mr. Byron Lee, 3r., President and Chief Executive Officer to NUMARC Board of Directors dated March 9, 1989.)
These MCCBs willnot be used in safety-related applications at SHNPP unless verifiable traceability is ensured or the MCCBs are tested in accordance with the requirements of NRC Bulletin No. 88-10.
C.
Identification and Traceability of Installed Breakers (August 1983 to August 1988)
Action Items No. 0 and No. 5 - Because more than 8096 of the breakers identified in Action Item No.
1 have adequate traceability, performance of Action Items 0 and 5 is not required.
D.
Maintenance of Documentation Action Item No. 6 The CPRL Nuclear Engineering Department will maintain a file of information obtained in the review process for a period of five years, per the requirements of Action Item No. 6 of the Bulletin.

SHNPP Procurement Procedure for Safety-Related Equipment Procured after August 1988.
1.
Action Item No. 7 - For MCCBs purchased after August 1, 1988, CPRL willcomply with the requirements of Action Item No. 7 of the Bulletin, prior to installation.
SHNPP has initiated additional procurement controls to ensure that future MCCBs are either procured via a 10CFR50, Appendix B QA program, or include procurement requirements to provide documentation which establishes traceability to the CBM.
