9 TO FACILITY OPERATING LICENSE NO.
NPF-63 CAROLINA POWER 5 LIGHT COMPANY, et al.
SHEARON HARRIS NUCLEAR POWER PLANT, UNIT I DOCKET NO. 50-400
1.0 INTRODUCTION
By letter dated January 4, 1988, as supplemented December 29, 1988 and January 16, 1989, the Carolina Power 8 Light Company submitted a request for changes to the Shearon Harris Nuclear Power Plant, Unit 1, Technical Specifications (TS) Section 6.2.
The requested change would revise the requirement that the Manager-Operations hold a Senior Reactor Operator's'SRO) license at the Shearon Harris Nuclear Plant.
The requested revisison would change the requirement so that individuals holding -the position of Manager-Operations would:
(I) hold a
SRO license at Shearon Harris plant; or (2) have at one time held a
SRO license for Shearon Harris or a similar plant.
2.0 EVALUATION AND SAFETY
SUMMARY
Currently at Shearon Harris, a position of Operations Supervisor exists between the operating shifts and the position of Manager-Operations.
The Manager-Operations and Operations Supervisor are required by current TS to hold a SRO license.
The NRC staff's position with respect to license requirements of the Manager-Operations (when a middle manager position with the SRO requirement exists, such as the Operation Supervisor) is that the individual holding the position must at least have held a
SRO license at a similar plant.
We consider this would provide an acceptable level of operator qualifications for the Manager-Operations, since this person does not directly supervise the reactor operators.
The Operations" Supervisor, who is directly respons'ible for supervision of plant operation, is required to hold a current SRO license for Shearon Harris.
The licensee's proposed changes to TS 6.2.2.e were modified by the December 29, 1988 letter.
That letter withdrew the requested option for qualifications of the Manager-Operations, as specified in the 1979 draft of the American Nuclear Society Standard (ANS 3. 1).
The NRC staff has not accepted the draft ANSI standard.
Therefore, the licensee's proposed changes for the qualification for the position of Manager-Operations are acceptable, as modified.

- 3. 0 ENVIRONMENTAL CONSIDERATION This amendment changes recordkeeping, reporting, or administrative pro-cedures or requirements.
Accordingly, this amendment meets the eligibi-lity criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environ-mental assessment need be prepared in connection with the issuance of these amendments.
4.0 CONCLUSION
The Commission made a proposed determination that this amendment involves no significant hazards consideration which was published in the Federal

Re ister (53 FR 7587) on March 9, 1988, and consulted with the State of ort arolina.
No public comments or requests for hearing were received, and the State of North Carolina did not have any comments.
The staff has concluded, based on the considerations discussed above, that:
(I) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed
- manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
