- Bedford, MA 01730 November 28, 1988 MEMORANDUM TO:
Mr. Paymond F.'raley Executive Director, ACNW/ACRS U.
S.
Nuclear Regulatory Commission
SUBJECT:
ADEQUACY OF PESPONSE OF WHOLE BODY COUNTERS AT SHEARON HARRIS I have noted with interest the memorandum of October 11,
- 1988, from Victor Stello, Jr., Executive Director of Operations, to you transmitting the.response of the NRC Staf f, Region II, concerning the comments that I had made relative to the accuracy of the per formance of the whole body counters at the Shearon Harris Nuclear Power Plant.
Through means of this memorandum, I wanted to relay to you my appreciation for the thorough and professional manner in which the NRC Staff has responded to the questions that I raised.
As they have correctly indicated, a counter that has been designed and calibrated for the detection of fission products and neutron-activation products in the thyroid, lungs and digestive tract of the human body will not necessarily provide accurate data for naturally occurring potassium-40 that will also be present in the people being counted.
Discussions on this subject with whole body counting experts here in the Boston area confirm the observatiens and findings of the Region II Staff.
Having been informed of this information, which was new to me, I
would offer the following suggestions for possible consideration of the NRC Staff (and the Plant Staff at Bhearen Marris).
~First would urge th'at the Plant Staf f rela this inform<bien-to-people-who a.
Utility staf fs at plants where there are two or more whole body counters make every ef fort to seek compatibility in the systems.
Following this
- approach, one might anticipate fewer discrepancies in the readings (output) from the several systems.
b.
Utility staf fs consider establishing a program whereby controls would be instituted to assure that individuals beinq monitored in and out of a plant L

are counted on the same whole body counter.
- This, again, might help in reducing what may appear to be discrepancies in the reported data.
I hope these added comments will be helpful and, 'nce
~ again, I want to express my appreciation to the EDO and the Region II NRC Staf f for their thought ful and considerate response to the questions that I vaisede Dade W.
