United States Nuclear Regulatory Commission ATTENTION: Document Control Desk Washington, DC 20555 SHEARON HARRIS NUCLEAR POWER PLANT DOCKET NO. 50-000/LICENSE NO. NPF-63 RESPONSE TO NRC BULLETINNO. 88-02 Gentlemen:

Carolina Power R Light Company (CPRL) hereby submits additional information in response to NRC Bulletin No. 88-02, "Rapidly Propagating Fatigue Cracks in Steam Generator Tubes," for the Shearon Harris Nuclear Power Plant (SHNPP).

NRC Bulletin 88-02 requested that holders of operating licenses for Westinghouse designed nuclear power reactors with steam generators having carbon steel support plates review steam generator inspection data for evidence of denting of the uppermost support plate.

By letter dated March 20, 1988, CPRL submitted its initial response to this Bulletin, which committed to complete an inspection of at least 396 of the steam generator U-tubes at the uppermost support plate.

These inspections were completed on September 12, 1988, during the scheduled refueling outage.

The following number of tubes were inspected in each steam generator:

Steam Generator No.

No. of Tubes Ins ected 1A-SN lB-SN 1C-SN 939 928 926 20 20 20 The inspections indicated no evidence of tube denting at the uppermost support plate, and no'evidence of excessive magnetite in the tube-to-support plate crevices.

Since the inspection did not indicate a problem at SHNPP, interim controls implemented as required by the Bulletin 88-02 could be discontinued.

Carolina Power R Light Company intends to maintain these controls as a prudent measure to detect and respond to primary to secondary leakage.

However, these are considered voluntary measures which can be discontinued or modified without prior notice to the NRC, unless future inspections reveal-denting problems in the uppermost support plate region.

~ Raleigh. N. C. 27602 As required by Bulletin Item B, CPRL hereby commits to review the results of future steam generator tube inspections for evidence of denting at the uppermost support plate. If denting is found in the future, a program to satisfy the provisions of Bulletin Item C willbe implemented.
