ENCLOSURE NOTICE OF DEVIATION Carolina Power and Light Company Shearon Harris Unit I Docket No. 50-400 License No. NPF-63 The following deviation was identified during a Nuclear Regulatory Commission (NRC) inspection conducted on August 29 - September 2,
1988.
Shearon Harris Nuclear Power Plant (SHNPP)
FSAR, Section 1.8 - Conformance to NRC Regulatory Guides states:
"...SHNPP complies with IEEE Standard 338-1977, Reg.
Guide 1.118."
IEEE Standard 338-1977 requires, in part, that a test program be imple-mented that produces objective data for evaluating (assessing) the performance and availability of the component being tested, and that the data be trended to allow for the detection of degradation and indication of incipient failures.
Contrary to the above, on September 1, 1988, 27 of 50 Maintenance Surveil-lance Tests that were reviewed contained as found data that was outside of its allowable range.
The licensee did not have a program to evaluate the out-of-range
- readings, nor was there a program to trend instrument drift as required by the above.
Please provide to the U.S. Nuclear Regulatory Commission, ATTN:
Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, Carolina Power and Light
- Company, in writing within 30 days of the date of this Notice, the reasons for the deviation, the corrective steps which have been taken and the results
- achieved, the corrective steps which will be taken to avoid further deviations, and the date when your corrective action will be completed.
Where good cause is shown, consideration will be given to extending the response time.
Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
