SAFETY EVALUATION OF THE FIRST TEN-YEAR INTERVAL INSERVICE INSPECTION PROGRAM PLAN AND ASSOCIATED RELIEF REQUESTS FOR SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 (TAC NO. 67180)
By your letter dated January 28, 1988, you submitted the Shearon Harris Nuclear Power Plant, Unit 1 (Shearon Harris, Unit 1), First Ten-Year Interval Inservice Inspection (ISI) Program Plan and associated relief requests for NRC review and approval.
With technical assistance from Idaho National Engineering Laboratory
( INEL),
we have reviewed and evaluated the Carolina Power fl Light Company (CPSL) submittal for (1) application of the correct Section XI, ASME Boiler and Pressure Vessel Code edition and addenda, (2) compliance with examination and test requirements of Section XI, (3) acceptability of the examination
- sample, (4) compliance with commitments made by the CP8L prior to plant operation, (5) co'rrectness of the application of system or component examination exclusion c'riteria and (6) adequacy of information supplied in support of the requests for relief from variousSection XI Code requirements.
The NRC staff's safety evaluation is enclosed.
We conclude that the Shearon Harris, Unit 1, First Ten-Year ISI Program Plan, together with the additional information provided and the specific written reliefs granted constitutes the basis for compliance with 10 CFR 50.55a(g) and Technical Specification 4.0.5 and is, therefore, acceptable.
With regard to the requested reliefs, we have determined that the inspection requirements are impractical for the ISI Program Plan for which relief is being granted
- and, pursuant to 10 CFR 50.55a(g)(6)(i), that the granting of relief is 1
