UNIT 1 EQUALITY ASSURANCE PROGRAM ClfANGE RE(UEST (TAC NO. 66093)
By submittal dated September 2, 1987, as supplemented January 26, 1988, Carolina Power 5 Light Company requested approval of a proposed revision to the SHNPP guality Assurance (gA) program.
The proposed revision, which was sub-mitted in accordance with 10 CFR 50.54(a)(3),
would result in a decrease in a guality Assurance Program commitment.
The current commitment requires the on-site guaIity Assurance Organization (gAO) to review 100 per cent of the Work Requests and Authorizations to ensure that hold point requirements have been satisfied and the necessary documentation attesting to the completion of the wor k has been generated.
The proposed change would allow the gA reviews to be performed on a statistical sampling basis utilizing industry-accepted statistical techniques.
If the results of the statistical sampling review indicates a problem, the sample size would be increased up to 100 percent, if necessary, to assure adequate problem resolution.
If the statistical sample review indicate that a problem does not exist, the sample size would be reduced appropriately.
Our review of this information indicates that the proposed change to the Shearon Harris guality Assurance Program is consistent with the definition of'he quality assurance function delineated in 10 CFR Part 50, Appendix B, and is, therefore, acceptable.
