SUMMARY

m In accordance with the Code of Federal Regulations, Title 10, Parts 50.90 and 2.101, Carolina Power ter. Light Company (CPdcL) hereby requests a revision to the Technical Specifications for the Shearon Harris Nuclear Power Plant (SHNPP).

The proposed amendment makes administrative corrections in various sections of the SHNPP Technical Specifications.

DISCUSSION Carolina Power R Light Company has identified the following Technical Specifications requiring correction or clarification. Each change is administrative in nature and is being made to enhance the clarity and/or consistency of the Technical Specifications.

Technical Specification 3.3.3.6 ACTIONc requires the preparation of a Special Report if certain accident monitoring instrumentation is inoperable in excess of seven days.

ACTIONc currently states: "... prepare and submit a special report to the Commission, pursuant to Specification 6.9.2, within 10 days..."

In order to enhance clarity and pool The index for the SHNPP Technical Spe'cifications contains inconsistencies'in the method in which previously deleted tables and figures are identified. The proposed revisions to pages v, viii, ix, x, and xi replace the titles of deleted tables and figures with the word Deleted.

This is consistent with the identification process used'for other deleted tables and figures.

The proposed amendment adds brackets to the equation in Note 1 of Table 2.2-1 (page 2-7) for calculating the Overtemperature trip setpoints.

These brackets were inadvertently omitted when the Technical Specifications were originally issued.

NLS-87-257 / Page 2 provide consistency with similar specifications, (for example, Specifications 3.3.3.0.a and 3.3.3.9.a) the proposed amendment requires submittal of this report "... within the next 10 days."

I if Radioactivity is currently misspelled in Item 1 of Technical Specification Table 0.3-8.

The proposed amendment corrects this error.

The proposed amendment deletes brackets enclosing the train identifiers for RHR loops in Technical Specifications 3.0.1.3.d and 3.0.1.3.e.

This is consistent with other specifications in Section 3.0.

Surveillance Requirement 0.6.3.2 and 0.6.3.3 currently reference TS Table 3.6-1, which was previously deleted.

The proposed amendment deletes these references, consistent with similar, existing Technical Specif ications.

Surveillance Requirement 0.0.5.5.c, the Bases for Section 3/0.2.0, and Specifications 6.9.1, 6.9.1."6, and 6.9.2 currently indicate that reports shall be "...

submitted to the Regional Administrator with a copy to NRR..." In order to provide consistency and avoid confusion, the proposed amendment revises these requirements to refer to Technical Specification 6.9.2, Special Reports, or 10CFR50.0, as appropriate.

These changes have been implemented via the pen-and-ink change authorization granted in the amendment to the reporting requirements of 10CFR Parts 50 and 51, published November 6, 1986.

The proposed amendment adds additional information to those areas of the Technical Specifications which were relocated in plant procedure PLP-106, Technical Specification Equipment List Program.

The change emphasizes that the deleted Technical Specification information is located in and controlled by plant procedure PLP-106.

This change affects Tables 3.3-2, 3.3-5, 0.0-5, 3.6-1, 3.8-1, and 3.8-2; Surveillance Requirement 0.0.9.2.2; pages 3/0 7-20 through 3/0 7-23; and Figure 0.7-1.

SIGNIFICANTHAZARDS ANALYSIS The Commission has provided standards in 10CFR50.92(c) for determining whether a significant hazards consideration exists.

A proposed amendment to an operating license for a facility involves no significant hazards consideration if operation of the facility in accordance with the proposed amendment would not: (1) involve a significant increase in the probability or consequences of an accident previously evaluated; (2) create the possibility of a new or different kind of accident from any accident previously evaluated; or (3) involve a significant reduction in a margin of safety.

Carolina Power R Light Company has reviewed this request and determined that:

The proposed amendment does not involve a significant increase in the probability or consequences of an accident previously evaluated because the changes are administrative in nature.

The changes correct typographical errors and inconsistencies and are intended to clarify the Technical Specifications.

The proposed amendment does not result in a change in any LimitingCondition for Operation or their bases nor does it result in any physical change to the plant.

The proposed amendment does not create the possibility of a new or different kind of accident from any accident previously evaluated.

As stat'ed above, the proposed changes are purely administrative in nature.

No new operating environment, conditions, or procedures are introduced by this change.

As such, the proposed amendment cannot create any new or different kind of accident.

The proposed amendment does not involve a significant decrease in a margin of safety.

The proposed changes are administrative in nature and enhance the clarity and/or consistency of the Technical Specifications.

This willresult in less chance of operator confusion and, therefore, increase the margin of safety.

Based on the above reasoning, Carolina Power R Light Company has determined that the proposed amendment does not involve a significant hazards consideration.

ADMINISTRATIVEINFORMATION The revised SHNPP Technical Specification and Bases pages are provided in Enclosures 1

and 2. The Company has evaluated this request in accordance with the provisions of 10CFR170.12 and determined that a license amendment application fee is required.

A check for $ 150 is enclosed in payment of this fee.
