In a letter dated 3anuary 21, 1986, the NRC transmitted a Safety Evaluation Report (SER) documenting the Staff's review of the SHNPP compliance to Regulatory Guide (RG) 1.97, Revision 2. The SER required CPkL to designate'either level or pressure as the key variable to determine accumulator discharge and provide instrumentation for that variable which meets the requirements of 10 CFR 50.09.

The SER required the qualified accumulator tank level or pressure instrumentation to be installed and operational during the first scheduled outage of sufficient duration, but no later than start up following the first refueling outage.

Carolina Power R Light Company believes that the existing instrumentation and Technical Specification limits provide adequate assurance that the accumulator tank is available to perform its intended safety function. Furthermore, the design and procedures at SHNPP do not use either accumulator tank level or pressure instrumentation in a post-accident scenario, as such, it is not necessary that they be environmentally qualified for a harsh environment.

Carolina Power R Light Company has previously documented this position in letters dated 3une 3, 1985 and February 6, 1986.

Carolina Power dc Light Company has learned that the NRC is reviewing the environmental qualification requirements for this instrumentation on another docket.

As such, CPRL requests to defer any modifications associated with the accumulator pressure or level instrumentation until the qualification issue is resolved.

Should any modifications be required upon resolution of this issue, a mutually agreed upon installation schedule willbe established.
