SUMMARY

- HARRIS NUCLEAR PLANT - DOCKET NO. 50-400 This letter refers to the meeting conducted at our request in the Region II office on October 21, 1987.

The meeting involved a technical presentation and discussion on the identification and resolution of a DC power design problem effecting auxiliary feedwater flow.

It is our opinion that this meeting was beneficial, and provided a better understanding of this problem, as well as your subsequent interaction with the NRC Office of Nuclear Reactor Regulation (NRR) and the final resolution of the problem.

In accordance with Section 2.790 of the NRC's "Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room.

SUMMARY

The NRC opened the meeting by stating that, although this issue had been discussed in detail with NRR and had been apparently satisfactorily resolved, Region II did have interest in the technical issues involved and their subse-quent resolution.

Carolina Power and Light Company (CPSL) began their discus-sion by describing how the issue was identified.

During a safety analysis review involving an unrelated

issue, CPSL reviewed initiation and operability of the Auxiliary Feedwater System (AFW).

This review revealed that during an

event, in which loss of power was coincident with loss of the "B" vital DC power
system, all AFW flow would be isolated.

In concert with

NRR, CP8L reviewed and analyzed the problem and potential solutions.

The modification to resolve this design defect involved a

change to the AFW isolation logic to eliminate a single failure inadvertent isolation of AFW.

This information was documented in a

10 CFR 21 report from CP&L to Region II dated September 22, 1987.

CPSL stated that a supplement to this letter would be issued soon,'xplaining why this particular problem was not initially considered in the design of Shearon Harris.

Region II then concluded the meeting.
