NPF-63 RESPONSE TO REQUEST FOR ADDITIONALINFORMATION OPERATOR EXAMINATIONS Gentlemen:
In a letter dated August 1 1, 1987, the NRC requested CPRL to describe any corrective actions, taken or planned, based on the results of the Company's review of simulator examinations administered during the months of September and November 1986 and February 1987.
The following discussion addresses this issue.
Exam Report OL-86-03, for the September 1986 exam, identified three general areas of weakness.
1.
Verification of automatic actions.
2.
Understanding of instrument response.
3.
Use of pr ocedures.
Following the exit meeting, this information was relayed to the simulator instructors.
These areas were stressed during the five-week training course preparing operators for the November 1986 exam.
During the simulator training, use of Operating Procedures, Annunciator Procedures, Abnormal Operating Procedures, and Emergency Operating Procedures was reinforced.
Classroom training was used to provide a review in automatic actions associated with various instrumentation systems and to provide additional background information concerning the EOPs.
These weaknesses were not repeated in the November exam.
Exam Report OL-86-00, for the November 1986 exam, identified a general weakness in understanding system response.
Again, this information was provided to the instructors.
Candidates preparing for the February 1987 exam received simulator and classroom training stressing areas in which previous exams had noted weakness.
Exam Report OL-87-01, for the February 1987 exam, did not reflect any of the weaknesses identified in the previous exams.
No general areas of weakness were noted, only three specific problems were identified:

Interpretation of Technical Specification 3.1.1 for reactor trip breakers.
2.
Interpretation of OWP-ll for P-13 bistable tripping.

The method of shutdown for the emergency diesel generator with a safety injection signal present.
These weaknesses were incorporated in the simulator requalification training.
Instructors willcontinue to stress the use of procedures, verification of automatic actions, understanding of instrument response, and EOP bases.
The NRC's August 11, 1987 letter also requested the Company to specifically indicate any instances in which CPRL staff evaluated an individual operator to have failed the NRC-administered simulator examination.
Carolina Power R Light training personnel did not separately observe any operators to have failed the NRC-administered simulator examination, who were not otherwise failed by the NRC examiner.
Therefore, an accelerated retraining program was not necessary.
Further, it is not the normal policy of Carolina Power R Light Company to render a separate judgement on the results of NRC-'administered examinations.
