SHEARON HARRIS RADIOLOGICAL EMERGENCY PLAN REVIEW DOCKET NO. 50-400 We have completed our review of Revision 10 to the Shearon Harris Emergency

Plan, dated May 28, 1987.

Our review indicated that'he changes to your Emergency Plan were consistent with the planning standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50; however, one item is brought to your attention.

In this revision the alpha contamination limits contained in Table 4.6-1 of the Emergency Plan were changed from non-detectable to 10 cpm.

On August 13, 1987, in a telephone conversation between A. Poland and A. Garrou of your staff and A.

Tabaka of Region II, it was clarified that the 10 cpm represented the minimum detectable count rate using the specified instrumentation.

However, to ensure compliance with 10 CFR 20.301, the licensee representatives comitted to revise the alpha contamination limit to "no measureable count rate."

On September 1,

1987, during a telephone conversation between A. Garrou of your staff and E. Testa of Region II, it was indicated that the Plant Review Committee had reviewed and approved the wording= "no detectable alpha above background."

If your understanding of this commitment differs from the above, please contact our office promptly.

Completion of this change will be reviewed during the next Plan revision.

Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your Plan which may decrease the effectiveness of the Plan.

However, if your safety review indicated no decrease in the level of emergency preparedness, then changes can be made without NRC approval.

In all cases, you should furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q).

Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR 50, Appendix E, Section V.
