As a result of the staff review of the above cited submittal, we request that you provide a response to the request for additional information delineated in the enclosure.
This information is required to permit the staff to continue to 'review and to assess the environmental impact of any increases in fuel'enrichment.
This information should be provided promptly in order to accommodate your requested completion date of December 31, 1987.
The reporting and/or r ecordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, ONB clearance is not required under P.L.96-511.

Need for the increases i n enrichment and batch aver age discharge burnup
( BADB);

The environmental impact of the proposed increases including:
a.
An update of 10 CFR 51. 5l, Table S-3, "Table of Uranium Fuel Cycle Envi ronmenta1 Data," with respect to the enr ichment and BADB increases, b.
An environmental impact of fuel and waste transportation in accordance with 10 CFR 51. 52(b);
3.
Any adverse environmental effects whi ch could not be avoided should these increases be implemented; 4.
A discussion of alternatives to the pr oposed increases inc1 udi ng no incr ease permitted above the current limits; 5 ~
The relationship between local short-term uses of the environment and and the maintenance and enhancement of long-term productivity; and 6.
Any irreversibl e and irretrievable commitments of r esources which would be involved if these increases in fuel enrichment or BADB should be implemented.

Recent anomalies have been identified i n the Quad Cities and Point Beach spent fuel pools due to Boraf 1 ex shrinkage caused by irradiation.
Based on this, provide justification to demonstrate the continued acceptability of Boraf1 ex for application in the Shearon Harri s spent fuel pool.
8.
Based on the recent information pertaining to degradati on of Boraf 1 ex, provide any changes to the inservi ce surveillance program for Boraf1 ex and describe the frequency of examination and acceptance criteria for continued use.
9 ~
Describe the corrective actions to be taken if degraded Boraf 1 ex specimens or absorber sheets are found i n the spent fuel pool.
10 ~
What are the manufacturing tolerances for fuel enri chment and fuel densi ty and how have these been incorporated into the 95/95 probabi 1 ity/confidence keff cal culati on.
