The Nuclear Regulatory Commission is continuing its review of responses to IEB 85-03, "Motor Operated Valve Common Mode Failures During Plant Transient Due to Improper Switch Settings."
The review indicates the need for additional information before the program to assure valve operability can be approved for your facility.
Please provide the additional information as stated in the enclosure.

Plcasc provide the additional information necessary to resolve the folloving comments and questions:
1.
The folloving MOVs of thc HPSI system are not included in Table 1 of thc response of 05-13-86.
However, similarly located MOVs of another Meetinghouse three-loop plant are listed for inspection in accordance vith bulletin requirements.
Please revise Table 1 to include these MOVe, or )ustify their exclusion.

(a) Unlisted MOVs 8130h,
- 8130B, 8131h and 8131B are shovn normally open in series in a crossover linc providing suction for the charging pumps, in Zone J-11 of Drawing ChR-2165-G-0805, Revision 14.
(b) Unlisted MOVs 8132h,
- 8132B, 8133h and 8133B are shovn normally open in series in a crossover line on thc discharge side of the charging pumps, in Zone I-7 of the drawing identified above.

Has water hammer due to valve closure been considered in the determination of pressure differentials2 If not, please explain.
- 3. Please expand thc proposed program for action items b, c, and to include the folloving details as a minimum:

(a) commitment to a training program for setting svitches, maintaining Talkee operators, using test equipment and interpreting t'est results, and (b) description of a method possibly needed to eztrapolate valve stem thrust measured at lese than maximum differential pressure.
- 4. hccording to Section k of httachaent 1 of the response of 03-04-87, "The 4 percent positions are determined by the total number of handvheel turns for the Yalve (listed on the data sheet)".
This method is not recommended, because one of the problems at Davis-Besse l reported in IEB 85-03 resulted from counting handvheel turns.
Please provide a description of hov that problem at Davis-Besse 1 vill be compensated for at your facility.
