ENCLOSURE 1

r NOTICE OF VIOLATION Carolina Power and Light Company Shearon Harris Unit 1

Docket No. 50-400 License No.

NPF-63 During the Nuclear Regulatory Commission (NRC) inspection conducted on May 20 Jube 20,

1987, a violation of'RC requirements was identified.

The violation involved failure to maintain an operable air lock door closed.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1985), the violation is listed below:

Technical Specification 3.6. 1.3.a, Action Statement requires that a

containment building personnel access air lock door remain locked closed or closed when one of its two doors has been declared inoperable.

Contrary to the above, on June 11, 1987, site personnel, on more than one

occasion, entered the containment building through the operable inner door subsequent to the outer door being declared inoperable.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provision of 10 CFR 2.201, Carolina Power hereby required to submit to this Office within 30 days Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.

and Light Company is of the date of the letter tr ansmitting this Notice a written statement or explanation in reply including:

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
